It acknowledges that obstetricians themselves forced physician supervision
on midwives to keep prevent midwives from attending home births.  Their strategy depended on creating unnatural and unnecessary vicarious liability so that no malpractice carrier would permit to keep obstetricians to "supervisor" unless the midwife was in his employ and did not provide care independently or attending births in any OOH location.  This makes the LMPA into a "physician-extender" bill, only providing the elements for success for LMs to work in a doctor's office or clinic.
